The final amendments establish an
emission limit for total hydrocarbons (THC) and mercury for new
kilns. To demonstrate compliance with the THC limit, owners or
operators of kilns will be required to continuously monitor THC
emissions; performance tests are required to show compliance with
the mercury limits. Respondents will be required to maintain
records of cement kiln dust recycled or wasted.
Amendments were made to the
existing rule in compliance with section 112 of the CAA. Additional
records/reports are needed to confirm compliance of both existing
and new or reconstructed sources.
