40 CFR part 63, subpart RRRRR, applies to owners and operators of each existing and new taconite iron ore processing plant that emits or has the potential to emit any single hazardous air pollutant (HAP) at a rate of 9.07 megagrams (10 tons) or more per year or any combination of HAP at a rate of 22.68 megagrams (25 tons) or more per year from all emission sources at the plant site. The effect sources in this subpart covers emissions from ore crushing and handling emission units, ore dryer stacks, indurating furnace stacks, finished pellet handling emission units, and fugitive dust emissions. Owners/operators are required to submit initial notifications, performance tests, and periodic reports. They are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative

The decrease in both labor burden hours and cost from the most recently approved ICR is due to the fact that within the past three years the respondent completed these activities that are required to achieve initial compliance, hence, the initial costs to comply continuously with the standard. There are also no new sources expected over the three year period of this ICR. There is a decrease in the capital startup vs. opertion and maintenance (O&M) cost. This change could be attributed to the fact that there are no new sources, and only O&M is accounted for at this time.
