The SF 278 is the executive branchwide
form for collecting financial information from high-level personnel
(new entrants, nominees, candidates, incumbents and terminees of
covered executive branch Government positions) as required under
the Ethics in Government Act and OGE regulations for agency
conflicts analysis and public availability.
1.) Prior paperwork burden
estimate for 2003-2005 period was 1,347 hours. This estimate was
based upon an annual average of 449 SF 278 forms, those received
ONLY at OGE from private citizen/representative nominee and
terminee filers, and Presidential & Vice Presidential
candidates. Burden estimate for 2007-2009 is adjusted to cover
private citizen filers throughout the executive branch. 2.) Prior
private citizen cost burden for 2003-2005 was reported as
"1"($1,000) per consultation with OMB. OGE provides annual
estimates on private citizen filer burden hours and filer hour
burden costs ($623,700 annual filer hour burden cost estimate
2007-2009 period).
