Abstract: The U.S. Department of Agriculture and the U.S. Department of Energy jointly announce the availability of grant funds to facilitate the research and development of biomass based products, bio-energy, bio-fuels, and related processes.

Emergency Justfication: Prior to FY 2006, the Section 9008 program was administered outside of Rural Development. During the preparation of the FY 2007 Notice of Funds Availability, Rural Development became aware that it was necessary to prepare a burden package. Prompt action is needed to: Implement the program in a timely manner during FY 2007; maintain consistency with the program implementation history; meet implementation and funding needs of DOE (DOE must obligate funds before the close of each FY requiring program delivery within a tight timeframe of early summer of each year); meet the needs of potential research and development consortium applicants; and answer concerns noted in the most recently published Annual Report to Congress on the Biomass Research and Development Initiative for FY 2005, which recommended that the announcement of joint solicitation results occur earlier in the year.
