Under 35 U.S.C. 2 and 37 CFR 1.31-1.36 and 1.363, this information is used by the public to grant or revoke power of attorney in a patent application, to withdraw as attorney or agent of record, to authorize a practitioner to act in a representative capacity, to designate or change the correspondence address or fee address for one or more applications or patents, to request a Customer Number, and to designate or change the correspondence address, fee address, or list of practitioners associated with a Customer Number. The USPTO uses the information in this collection to determine who is authorized to take action in an application or patent on behalf of the applicant or assignee and where to send correspondence regarding an application or patent.

The currently approved information collection includes forms that allow customers to associate their Customer Numbers with their U.S. patent applications, which is a requirement for customers who wish to access private information about their applications using the Patent Application Information Retrieval (PAIR) system on the USPTO web site. The PAIR system permits authorized individuals secure access to application status information over the Internet, but only for applications that are linked to a Customer Number. The USPTO is extending this practice to allow customers to associate Customer Numbers with international Patent Cooperation Treaty (PCT) applications as well as U.S. patent applications. In order to support this practice, the USPTO is developing a form to allow customers to associate a Customer Number with a single PCT application and a sample spreadsheet to allow customers to associate a Customer Number with multiple PCT applications at once.
