This collection is facilitated
by the procedures whereby telecommunications carriers can recover
the allowable costs associated with complying with the
Communications Assistance for Law Enforcement Act, which went into
effect on 10/25/94. The FBI did nation-wide Right to Use Licenses,
the need for carrier-by-carrier reimbursement was reduced, hence
the estimates of the number of carriers who would be submitting
information under the regs (in that document we sent them) are
lower than the ones in the original estimate.
