This reporting and record keeping system features a set of aggregate reports for capturing services to employers and job seeker customers, including a special aggregate report on services to the nationÂs eligible veterans and transitioning service members. Selected standardized participant data that includes information on demographics, types of services received, and performance outcomes based on a set of common measures will also be collected and reported for the purposes of general program oversight, evaluation, and performance assessment of the WIA Title IB, Wagner-Peyser, Veterans Employment and Training Service, and Trade Adjustment Assistance programs, and National Emergency Grants,.

The data collection and quarterly reporting requirements contained within the proposed WISPR System will now replace the current reporting requirements of the following 7 ETA programs: ES, VETS, WIA Adult, WIA Dislocated Worker, WIA Youth, and TAA, and NEGÂs. The Department is either seeking or has already received OMB approval to incorporate standardized data collection necessary to implement a set of common performance measures into the current reporting systems for the NFJP, INA, SCSEP, H-1B, and Youthful Offenders. These programs will continue to report separately; only the state formula-funded programs are included in the proposed WISPR System. States are currently required to submit 11 separate quarterly and individual record reports. Table A in the attached Note to Reviewer provides a revised list of the reports and record submissions that will be eliminated once the Department begins implementation of the WISPR System.
