transmission customers, state and Federal regulatory authorities to
determine potentially available transmission capacity and
transmission system constraints. Potential transmission customers
use the information to determine transmission availability to or
form potential wholesale electric power purchasers and sellers.
State and Federal regulatory agencies use the information as part
of their regulatory oversight functions for the review of rates and
charges, disposition of jurisdictional facilities, consolidation
and mergers and adequacy of supply and reliability of the
transmission system.
