1. Both in the Federal Register announcements and in this ICR, the description of the information to be collected is impermissibly vague and general. A description limited to "various reporting information" related to the three new statutory provisions does not allow public comment, nor OMB review. Considering #2 below, specify the information to be collected in new, 60- and 30-day Federal Register announcements and in new submission to OMB.
2. There is no apparent logic to combining data on (i) racial profiling, (ii) state traffic data, and (iii) child safety and booster seats into one information collection. Separate them. In the case of the state traffic data and child seats, there are many existing information collections. For transparency, the new ICRs should either be a revision of existing collection or, if not, the supporting statement should justify the request for a separate and new control number.
3. Note that the subfunction for the line of business is not included. Include this information in the future. Continued omission of needed data will require modifying the submission or, if that is not done, resubmission.

The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), Pub. L. 109-59, authorizes several grant programs covering fiscal years (FY) 2006-2009, to be administered by the National Highway Traffic Safety Administration (NHTSA) (Attachment 1). This information collection supports the DepartmentÂs Strategic goal of safety by reducing the number of deaths and severity of injuries as a result of motor vehicle accidents.
Section 1906 authorizes a grant program for States that enact and enforce a law that prohibits the use of racial profiling in the enforcement of traffic laws on Federal-aid highways. Section 2006 authorizes a grant program to support the development and implementation of State traffic safety information systems. Section 2011 authorizes a grant program for child safety seats and child booster seats.
This is a new collection, therefore, the program changes reported are 5130 hours and 0$0 costs.
