The major objectives of this assignment are to evaluate the Section 5(h) and Section 32 programs, to examine the role of ROSS and the HCV Homeownership programs in enhancing their effectiveness, and to identify ways of increasing the impact of Section 32 and encouraging PHAs to participate in it.
