This is based on an increase in the total number of claimants applying for education benefits and two additional education programs that were implemented. We estimate that 920 hours or approximately 34% of this increase is due to implementation of the new programs. We estimate that 1,812 hours or the remaining 66% is due to an increase in number of claimants.
