State approving agencies are required
to report their activities to VA quarterly (38 CFR 21.4154) and to
provide certain notices regarding the approval or disapproval of
courses and tests (38 CFR 21.4250(b), (21.4258, and
21.4259)
VA is revising the existing
approved hours to include hours attributable to other required
reporting activities performed by the SAAs. Previously only the
quarterly reporting activities were approved. The new hours are for
a collection that was not previously approved. The collection has
been in existence for over 30 years. Because the information is a
collection obtained from states we have under contract, VA felt it
was a deliverable and not a collection. However, when a VA attorney
reviewed the existing CFR, it was determine that the notice
requirements are a collection.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
