carrier applicants on FCC Form 159-W will assist these applicants
in determining the correct amount of regulatory fees owed to the
Commission and will facilitate FCC verification that the correct
fee amount(s) have been paid. FCC Form 159-W is filed annually, but
only by those common carrier applicants that are required to pay
the interstate telephone operator service provider fee.

evidence, the Commission has determined that there are fewer
telecommunications provider applicants (respondents) that are
subject to the regulatory fee requirement, and thus, who must file
FCC Form 159-W.
