COLLECTION OF INFORMATION EMPLOYING STATISTICAL METHODS




B.1. Universe and Respondent Selection


The Census Bureau will conduct the May supplement in conjunction with the

CPS, for which the universe is the more than 100 million housing units in the 3,141 counties and independent cities the make-up the United States. From this universe, they will select a sample of approximately 72,000 households each month, of which, approximately 60,000 households are eligible to be interviewed (most of the ineligible housing units are non-residential or unoccupied). They actually interview about 55,500 households each month. They will administer the SPPA supplement to a random ¼ of the 60,000 eligible households (which consists of the approximately 15,000 households who are in the exit rounds of their CPS sample rotation). Given that the SPPA survey allows proxy responses for spouse or partners and in larger households a second supplemental interview will be administered, the final number sampled adults will be between 18,000 and 20,000. The exact number will depend on the Supplemental response rate. However, based on prior experience and the current design that permits some proxy responses we expect the supplement response rate to be close to the overall CPS response rate, which is approximately 92.5 percent.


B.2. Procedures for Collecting Information


The Survey of Public Participation in the Arts is a supplemental survey that will be conducted in conjunction with the May CPS in 2008. An overview of the CPS sample design and methodology is described in their Technical Paper 63, which is available on their web site (http://www.census.gov/apsd/techdoc/cps/cps-main.html).
