Framework 1 to the Atlantic Surfclam
and Ocean Quahog Fishery Management Plan would replace the existing
telephone-based requirement approved under OMB Control No.:
0648-0202 (Northeast Region Permit Family of Forms) to notify the
National Marine Fisheries Service prior to beginning a surfclam or
ocean quahog trip with a notification system utilizing a vessel
monitoring system. This requirement would ease the reporting burden
and better facilitate the monitoring of the fishery programs and
area-based management programs.

notification and power-down requests via VMS - add 99 annualized
hours for 62 vessels. For 33 of those vessels who do not yet have
VMS, the annualized purchase, maintenance and communication costs
are $73,480.
