The SPIL published in the 30-day public comment period contains the following changes, in response to comments received during the 60-day period.

Instructions	Part II, section 1.3A, Financial Plan, Notes about Sources	__	Title VII Funds. Chapter 2, OIB program funds are required to be included in the Financial Plan table only if the OIB grantee authorizes the use of any portion of OIB funds to further a SPIL objective. If the OIB grantee permits such funds to be used, then that portion should be indicated in the corresponding line item of the Financial Plan.
