Although the proposed rule was published 8/29/2006, this ICR was
not submitted until a half year afterward. That was not only
inconsistent with the published statement of an ICR being submitted
to OMB, but prevented review of the information collection shortly
after the comment period. 2. Moreover, the published request
comment excluded the statorily required mention of the four aspects
of the collection for which comment was being sought: (1) need for
information, (2) its practical utility, (3) accuracy of burden
estimate, and (4) ways to minimize burden.
