According to #15 of the supporting statement, the change in burden
is actually a mixture of program change and adjustment, contrary to
the tabular response uploaded. I have corrected. Don't
automatically insert the change data in the "due to agency
discretion" column. There are a total of four alternative for
changes in burden; consider each. Data on burden change should be
submitted correctly in the future. Incorrect or inconsistent
submission will require modifying the submission or, if this is not
done, resubmission.

The Federal Railroad Administration
and the railroad industry use the information to determine the
extent of alcohol and drug abuse on railroad property as well as to
curtail widespread alcohol and drug use.
The burden decreased by a total
of 2,581 hours. There were both adjustments and program changes. As
a result of adjustments to earlier estimates for four requirements,
the burden decreased by four (4) hours. As a result of program
changes affecting eight requirements, the burden decreased by 2,577
hours. Essentially, these eight requirements are now covered under
DOT's Part 40 and its associated Information Collection.
On behalf of this Federal agency, I certify that
