The initial certification, nonprofit
agencies that serve the blind, requires information on
accountability standards as well as other standards that need to be
complied with to participate in the AbilityOne Program,
Javits-Wagner-O'Day Act. (Key words: Committee for Purchase,
Compensation, Certification)
The Committee for Purchase From
People Who Are Blind or Severely Disabled was called to appear
before Congress on the exorbitant salaries being paid to
JWOD/AbilityOne nonprofit agency executives. Based on the
realization and to maintain the integrity of the AbilityOne Program
the Committee was compelled to set standards for accountability of
the nonprofit agencies boards of directors and to establish a
benchmark compensation amount for nonprofit agency executives.
These new standards are must be met in order to participate in the
AbilityOne Program. The standards help ensure that our Government
customer is not paying unfair prices due to the high executive
compensation.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
