Amendment 1 to the herring FMP, which
will create a limited access herring fishery, is needed to improve
resource conservation, minimize the potential for excess harvesting
capacity in the fishery, and provide a platform to promote
long-term economic stability for harvesters, processors, and
fishing communities. This amendment is designed to meet all the
requirements of the Magnuson-Stevens Fishery Conservation and
Management Act, as well as other applicable laws. This revision
also will merge 0648-0404, Northeast Region Vessel Monitoring and
Communications and 0648-0521, Northeast Multispecies Framework
Adjustment 40-B Permit into 0648-0202.
