Persons importing, exporting, and conducting international transactions with List I and List II chemicals must notify DEA of those transactions in advance of their occurrence, including information regarding the person(s) to whom the chemical will be transferred and the quantity to be transferred. For importations, persons must also provide return declarations, confirming the date of the importation and transfer, and the amounts of the chemical transferred. This information is used to prevent shipments not intended for legitimate purposes.
The Drug Enforcement Administration (DEA) is requesting emergency processing of the revision of Office of Management and Budget (OMB) information collection 1117-0023 ÂImport/Export Declaration for List I and List II Chemicals as discussed below. The revision of this information collection is associated with, and essential for the implementation of, tow DEA Interim Rules with Request for comment, the first entitled ÂImplementation of the Combat Methamphetamine Epidemic Act of 2005; Notices of Transfers Following Importation or Exportation [Docket No. DEA-292, RIN 1117-AB06], and the second entitled ÂControl of a Chemical Precursor Used in the Illicit Manufacture of Fentanyl As a List I Chemical (Docket No. DEA-299, RIN 1117-AB12).

Name of Law: Notification, suspension of shipment, and penalties with respect to importation and exportation
As discussed previously, the Combat Methamphetamine Epidemic Act of 2005 requires persons importing, exporting, and conducting international transactions with List I and List II chemicals to provide certain new information to DEA and to submit return declarations within 30 days of the consummation of the transaction.
