SUBJECT: NAEP System Clearance Procedures
This memorandum documents the proposed system clearance procedures for the 3-year NAEP clearance currently under review at OMB. As discussed, the NAEP data collection and assessment activities are very complex and the schedules are very demanding.
NCES requests that with approval of this system clearance OMB waive the initial 60-day Federal Register notice period for all submissions covered under this system clearance. Submissions under this system clearance will fit the conditions described in this system clearance request and approved by OMB. Furthermore, after the 30-day Federal Register notice period is complete, OMB will provide comment within 15 days.
