The decrease in burden is due to differences in sample sizes between state assessments years (i.e. years that include one or more assessments that support state-by-state reporting and national-only assessment years. NAEP will conduct state assessments only in one year, 2009. The decrease in student sample size is accompanied by decreases in teacher and school samples.
