Introduction
The changes proposed to EDEN for the 2006-07 reporting year represent the culmination of
meetings with numerous program offices within ED to determine their data collection and
reporting mandates. Additionally, the EDEN team has worked closely with the Education
Information Management Advisory Consortium (EIMAC) of the Council of Chief State School
Officers and state EDEN coordinators to understand the numerous challenges at the state level
associated with collecting the data needed for EDEN and preparing and submitting EDEN files.
Finally, the team, working to consolidate the EDEN and NCES’ Common Core of Data (CCD)
data collections, identified a small number of changes needed in order to align EDEN with the
CCD. As part of this consolidation effort, the EDEN team examined virtually of the data groups
and data categories approved for EDEN for 2005-06.
While the vast majority of the data groups and data categories approved for EDEN for the 200506 reporting year remain unchanged, the comprehensive examination uncovered data groups that
do not meet program office needs and will be eliminated, data groups that need revision, and data
groups that need to be added.
This attachment contains a detailed description of the proposed changes to EDEN from the 200506 to the 2006-07 reporting year. For a full listing of all data groups and data categories
proposed for collection through EDEN for school year 2006-07 (including data groups and data
categories with no proposed changes) refer to Attachment B of this OMB clearance package.
This attachment is organized to provide a description of the significant changes to EDEN
proposed for the 2006-07 reporting year by providing detailed discussions of changes to first the
data groups and second the data categories for 2006-07. (Some non-substantive, technical and
editorial corrections are not included in this attachment.) Although the data for the data groups
in the survey and on-line data collection sections are submitted through means other than the
ESS, they are included in the discussion of data groups and categories. Each section starts with
an overall summary followed by a series of tables and summary text that are organized by the
type of proposed change.
Changes to EDEN Data Groups for 2006-07
New Data Groups – This table lists the new data groups. The table includes the name,
identification number, definition, code set, reporting level and steward of the new data
groups, and the name of the section of attachment B where the rest of the information on
the data group may be found. This section is presented in alphabetical order by data
group name.

Dropped Data Groups – A small number of data groups are proposed for removal for
the 2006-07 EDEN data cycle. This list is provided in alphabetical order.
Name Changes – This table lists the existing data groups where the name of the data
group will be changed for 2006-07. Since the data group number will remain unchanged,
the list is presented in order by data group number and includes both the old and the new
name of the data group.
Changes to Data Groups – There are a number of proposed changes to the EDEN data
set for 2006-07 that revise the definition, category sets, collection level, and/or code sets
used within specific data groups. In this section, there is a separate page for each revised
data group presented in alphabetical order by data group name. Each page shows the data
group as collected for 2005-06 and the proposed changes for 2006-07. Data group
changes that do not affect state submissions (e.g., editorial changes) are not included
here.
Changes to EDEN Data Categories for 2006-07
New Data Categories – This table lists all of the proposed new data categories for 200607. The table includes the definition, the code set, comments, and the EDEN data groups
that use the new category. This list is presented in alphabetical order by name of the data
category.

for the 2006-07 EDEN data cycle. This list is provided in alphabetical order.
Data Category Changes – For the 2006-07 reporting year, there are a number of
proposed changes to definition and/or code sets used with the data categories. Within
this section, there is a page for each data category with a change. The page shows the
data category as used for 2005-06 as well as all of the changes proposed for 2006-07.
These pages are organized in alphabetical order by name of the data category. Data
category changes that do not affect state submissions (e.g., editorial changes) are not
included here.

Summary of Data Group Changes from 2005-06 to 2006-07
Overall, there were 168 data groups approved for the 2005-06 data collection.1 As shown in the
table below, the number of data groups changed to 186 for 2006-07. These figures include all
data groups – regular data groups (collected through ESS) as well as the survey data groups and
the data groups associated with the on-line data collection.

Of the 40 new data groups shown in this table, 12 of them are for the Office of Civil Rights
Survey and do not directly impact on state EDEN reporting burden. Additionally, several of the
data groups classified as new are spin offs from existing data groups. For instance, the state
neglected or delinquent data groups did not collect information for LEA and state agency
programs separately. Now those are separate data groups. Finally, in addition to changes in the
overall number of data groups between 2005-06 and 2006-07, the EDEN team made changes to
the level at which data groups are collected. For 18 data groups, the school level data collection
was eliminated, thereby reducing reporting burden.
The following table shows the proposed new data groups for the 2006-07 EDEN reporting cycle.
For each new data group, we provide the name, definition, section, data category sets, reporting
level, and data steward.

As part of the program office meetings that took place as input for the 2006-07 EDEN data set,
the EDEN team determined that a number of existing EDEN data groups do not meet program
office needs and will therefore be dropped from EDEN for 2006-07. The following table shows

While most of the names of the EDEN data groups are self explanatory, the EDEN team has
determined that some use terminology that has led to confusion among state EDEN coordinator
and program offices in ED. Additionally, for 2005-06 there were a number of inconsistencies in

Data Group Changes (Part I)
The changes shown in the following pages are the result of input from three important sources:
state EDEN coordinators, program offices in ED, and comments during the initial public
comment period. The EDEN team strives to minimize the number of changes to data groups
from one year to the next but at the same time recognizes that program office reporting needs
change and that refinements may be necessary to existing data groups in order to ensure
consistent reporting from one state to the next and maximize the number of states able to provide
data.
The following pages show each data group that has a change (in order by section and alpha order
by section). Approximately one third of the data groups with changes are provided in this
document. The remaining two thirds are in C-2 and C-3. The left side of the page shows the
data group as approved for the 2005-06 EDEN reporting cycle. The right side of the page shows
the proposed data group for 2006-07. There are check boxes to the right of each element of the
data group – Section, Definition, Code Set or Format, Category Set, Subtotal, and Reporting
Levels. All changes are marked with these check boxes. Additional notes regarding the
change(s) are provided in the far right column of each page.
