Data Categories
EDEN collects aggregated data – States submit no individual student or staff level data. The
resulting data files will have granularity at a category level or at a combined category level
(referred to as “cross-tabulations” or category sets). For example, membership data is
aggregated at the combined category levels of Grade Level, Gender, and Race/Ethnicity (for
example, 22 students in the fifth grade at School X are male and Hispanic).
Each data category is presented in this section on a separate page that includes the data group
name, definitions, and allowable code sets. The following text provides additional information
to guide reviewers through the proposed EDEN data categories for 2006-07.
Aliases
On all data categories, there is a space provided to show any aliases that data category may go
by. For example, limited English proficient (LEP) students are sometimes referred to as English
language learners (ELL). The Office of English Acquisition determined that these two terms
refer to the same group of students and therefore it is acceptable to universally use the term LEP
in place of ELL. We provide the alias information with the data category information to help
data providers and data users understand these terms mean the same thing.
Multiple, Similar Data Categories
In some instances, there are groups of similar data categories. For example, there are multiple
Grade Level data categories – Grade Level (Assessment), Grade Level (Classroom), Grade Level
(Dropout), Grade Level (Membership), Grade Level (Program Services), and Grade Level
(Promotion). These separate data categories, although similar, are necessary at this time to aid
states in reporting and improve data quality. For instance, with dropout data, it is unlikely that
states would have dropouts in grade 1. If the data category for dropout data (Data Group 326
Dropout Tables) used the data category Grade Level (Membership), states would have to report
records with zeros for all grades below 7th grade. By using Grade Level (Dropout), EDEN
minimizes the reporting burden and maximizes data quality by narrowing the available code set.
In another example, similar data categories significantly change the reporting burden on data
providers as well as the analysis possibilities. An example of this is demonstrated in the two data
categories LEP Status (Multiple) and LEP Status (Both). For the first data category, states
provide detailed data on LEP students – (1) LEP Students in the program for less than 1 year, (2)
LEP students in the program for more than 1 year, (3) Former LEP students who left LEP
programs within the last year, and (4) Former LEP students who left LEP programs more than 1
year ago but within the last 2 years. For the second data category, states provide less detailed
data – (1) LEP students and (2) non-LEP students.
Every group of similar data categories (similar to the Grade Level example) starts with a
summary data category that shows all of the possible code sets for that group of related data

categories. Continuing with the Grade Level example, the summary Grade Level data category
shows allowable codes from Pre-K through Grade 12 plus ungraded, postgraduate, and adult
education. Grade Level (Assessment) allows values from grade 3 through 12 to reflect the
mandate for student assessment. Grade level (Dropout) allows values from grade 7 through 12
plus ungraded and other. These summary categories are never directly used in the EDEN Data
Groups. The purpose of the summary category is to “inventory” all the related code sets.
Relationship to EDEN Data Groups
For each EDEN data category the last section on each page shows a list of the EDEN data groups
that use that data category. In the case of some universal data categories (such as
Race/Ethnicity) this list is very long. For others (such as Homeless Primary Night Time
Residence), the data category is very program specific and are not used with many data groups.
The summary data categories do not show any data groups since they are never directly used.
Data Category Stewardship
Similarly to data groups, each data category is assigned an ED program office to serve as the
data steward. For the most part, these are assigned based on subject area. For instance, the
Office of English Language Acquisition (OELA) is the data steward for the Title III and Limited
English Proficiency data groups. For those data categories that have broad applicability, the
stewardship is held by the EDEN program office.
