OMB concurs that the purpose of the survey is not to identify best practices but rather to generate national prevalence estimates of the availability of high-quality data at the local level that can be used to improve instructional practice. The case study work will provide the opportunity to identify potential best practices. Examining the available achievement data will inform the understanding of the relationship between practices and school improvement in the case study sites. OMB concurs that the agency must use the following language in the cover letter of the district survey to clarify that it is not mandetory for all respondents: "Your district is receiving this survey because it is among the 85% of districts that receive Enhancing Education Through Technology (EETT) funds. If your district is among the 15% of very small districts that do not receive EETT funds, then the survey is voluntary."
