Form 423 data is used by Commission
staff to conduct mandated fuel reviews and also conduct rate
investigations under Sections 205 and 205 of the Federal Power Act
as amended by Section 208 of PURPA and to monitor change and trends
in the electric whole- sale market. Form 423 permits the regional
identification of regional fuel price patterns and variations. The
data has helped to identify the effects of the quality of fuels,
market conditions-, and the origin of production on fuel prices,
which can signal possible procurement inefficiencies.

The total number of burden
hours associated with FERC Form 423 has been reduced due to mergers
and dispositions of various utility's generating assets, plant
retirements and the sale or transfer of generating assets to power
marketers and other entities with market-based rate authority who
have been granted a waiver of the Commission's reporting
requirements.
