Abstract: This ICR estimates the current monitoring, reporting, and record keeping burden and costs associated with submitted and reviewing Discharge Monitoring Reports (DMRs), sewage sludge monitoring reports, and other monitoring reports under the Environmental Protection Agency's (EPA) National Pollutant Discharge Elimi- nation System (NPDES) program.

Short Statement: The NPDES Program maintains a number of base program ICRs that are intended to compile burdens and costs for completing specific program implementation activities. This change is to transfer hours from an effluent limitation guideline rule-specific ICR (OMB # 2040-0243, ICR # 1878.02) into the appropriate NPDES program implementation ICR (OMB # 2040-0004). This specific change is to transfer hours associated with direct discharging pulp and paper mills minimum monitoring requirements and state review of monitoring reports. The following cost of $11,816,288 comes from OMB # 2040-0243.
