Abstract: Individuals who wish to receive reimbursement under the education programs VA administers for a licensing or certification test, must apply for that reimbursement.

Emergency Justfication: OMB desk officer requested VA to withdraw the ICR and resubmitted for an emergency approval. Once approved, VA will resubmit the ICR through the normal process. VA's OMB desk officer waived the 30-day Federal Register notice.
