Abstract: APHIS is establishing regulations to prohibit or restrict the import of certain articles from Canada that present a risk of being infested with emerald ash borer. This action is necessary to prevent the artificial spread of this plant pest from infected areas in Canada to noninfested areas of the US. Foreign phytos and PPQ Form 587 are used to collect this information.

Emergency Justfication: APHIS is requesting emergency approval to prevent the spread of the Emerald Ash Borer (EAB) to noninfested areas of the United States. This interim rule will establish regulations to prohibit or restrict the import of certain articles from Canada tht present a risk of being infested with emerald ash borer. In order to prevent the spread of emerald ash borer, APHIS is amending its regulations in Part 319. Foreign phytosanitary certificates and PPQ's Form 587 (Application for Permit to Import PLants or Plant Products) are used to collection this information.
