49 CFR part 1544, formerly FAR part 108, requires air carriers to maintain, update, and comply with TSA-approved comprehensive security programs to ensure the safety of persons and property traveling on their flights. These programs are subject to TSA inspection.
TSA has broaden the scope of aircraft operators by requiring aircraft operators that maintain a Twelve-Five Standard Program, a Private Charter Standard Program and limited or partial program as well as a full Aircraft Standard Security Program to comply with TSA-approved comprehensive security program.
