is contingent upon elimination of the redundant criminal history
records checks identified in the agency's response to question 4 of
the supporting statement. OMB understands that, in an effort to
reduce these redundancies, an MOA between TSA, CBP, and USPS has
been drafted. This MOA must be signed an implemented prior to any
future extension or revision to this collection.

49 CFR part 1544, formerly FAR part
108, requires air carriers to maintain, update, and comply with
TSA-approved comprehensive security programs to ensure the safety
of persons and property traveling on their flights. These programs
are subject to TSA inspection.
TSA has broaden the scope of
aircraft operators by requiring aircraft operators that maintain a
Twelve-Five Standard Program, a Private Charter Standard Program
and limited or partial program as well as a full Aircraft Standard
Security Program to comply with TSA-approved comprehensive security
program.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
