Section 114(d)(4) of the Carl D. Perkins Career and Technical Education Act of 2006 (the Act), authorizes the Secretary, after consulting with the States, to establish a national research center for the purposes of conducting scientifically based research and evaluation, disseminations, and training activities. Further, section 114(d)(5) of the Act authorizes the Secretary to carry out technical assistance to States for the purpose of developing, improving, and identifying the most successful methods and techniques for providing career and technical education programs assisted under the Act. The Secretary plans to provide this technical assistance through the research center. The purpose of this information collection is to invite applications for a national research center competition that implements sections 114(d)(4) and (5) of the Act, under which the Secretary will award a cooperative agreement to establish a research center.
