40 CFR part 63, subpart T, applies to
owners and operators of each existing and new halogenated solvent
cleaning machines using any solvent containing methylene chloride
(MC), perchloroethylene (PCE), 1, 1, 1-trichloroethane (TCA),
trichloroethylene (TCE), carbon tetrachloride (CT), chloroform, or
any combination of these halogenated solvents in a concentration
greater than five percent by-weight. This includes batch vapor,
in-line vapor, in-line cold, and batch cold solvent cleaning
machines. Owners/operators are required to submit an initial
notification report and an initial statement of compliance that
delineates the compliance alternative chosen for each solvent
cleaning machine, they must maintain quarterly, monthly or weekly
control device monitoring records based on the type of control
device, an annual report of monitoring or solvent emission results,
biannual exceedance report, and a quarterly report if exceedances
occur.
