The Special Notice For Repairs is issued to notify the carrier in writing of an unsafe condition involving a locomotive, a freight car, or track. The carrier must return the Form after necessary repairs have been made.
The burden increased by four (4)hours due to adjustments. Specifically, FRA revised (increased) its estimate of the average time to complete the Special Notice for Repair under section 216.11/216.13, which increased the burden by one (1)hour. FRA also revised its estimate of the average time to complete a letter responding to a Special Notice for Repair under 216.15, which increased the burden by two (2) hours. Finally, although not a new requirement, FRA did not previously account for the burden under section 216.21, which increased the burden by one (1) hour.
