Short Statement: The burden increased by four (4)hours due to adjustments. Specifically, FRA revised (increased) its estimate of the average time to complete the Special Notice for Repair under section 216.11/216.13, which increased the burden by one (1)hour. FRA also revised its estimate of the average time to complete a letter responding to a Special Notice for Repair under 216.15, which increased the burden by two (2) hours. Finally, although not a new requirement, FRA did not previously account for the burden under section 216.21, which increased the burden by one (1) hour.
