This ICR is approved consistent with changes made to the Welcome Screens for the iAppeals process which point out to the respondent the potentially wide differential in burden associated with the electronic form (versus the paper-based form) and provides the respondent with different ways to submit the information. To further minimize burden on the public, SSA should be thinking of ways to reduce the current 2 hour average burden associated with the iAppeals form between now and next submission.

The SSA-3441-BK is used to secure updated medical and other information since the claimantÂs last disability determination from claimants who are appealing an unfavorable disability determination. This information may be used for reconsideration or request for federal reviewing official review of initial disability determinations and continuing disability reviews as well as a request for a hearing. This information assists the State Disability Determination Services, federal reviewing officials, and administrative law judges in preparing for appeals and hearings and in issuing a decision. Respondents are individuals who appeal denial of Social Security disability income and Supplemental Security Income (SSI) benefits, cessation of benefits, or who are requesting a hearing.
The increase in the annual reporting burden is due to the fact that we have been able to compile more accurate data since we prepared the previous Supporting Statement for this information collection.
The decrease which can be seen on the IC for the paper version of the SSA-3441-BK is due to the transition to ROCIS. In order to properly show the burden data for each version of this form, SSA had to add two more ICs in order to cover the other two versions of this form (Electronic Disability Collection System and Internet).
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control number;
If you are unable to certify compliance with any of these provisions, identify the item by leaving the box unchecked and explain the reason in the Supporting Statement.
