Abstract: The Comprehensive Methamphetamine Control Act of 1996 (Public Law 104-237) (MCA) amended the Controlled Substances Act to require that each regulated person who engages in a transaction with a non-regulated person which involves ephedrine, pseudoephedrine, or phenylpropanolamine (including drug products containing these chemicals) and uses or attempts to use the Postal Service or any private or commercial carrier shall, on a monthly basis, submit a report of each such transaction conducted during the previous month to the Attorney General.

Short Statement: The change to this information collection reflects the additional burden associated with implementation of the DEA rule entitled "Elimination of Exemptions for Chemical Mixtures Containing Ephedrine and/pr Pseudoephedrine" [Docket no. DEA-284, RIN 1117-AB11]. Although the sale of dietary supplements containing these List I chemicals has been banned by the Food and Drug Administration, there may be legitimate uses for these chemical mixtures. The change to this information collection reflects those potential impacts.
