2a. Over the last few years, what percentage of survey respondents have been subject to DBA prevailing wage requirements?


We have no data on this because our survey goes out to all contractors working on projects in the survey area. It would be a small percentage. Our survey is weighted toward non-DBA projects, but we do collect data on DBA projects. The DBA project data is used in all heavy and highway surveys and only used in building and residential surveys when there is insufficient data to recommend a rate.


3. Is the data gathered from this report used to determine compliance with the DBA prevailing wage requirements?


The DBA data is used in all heavy and highway surveys and it is only used in building and residential surveys when there is insufficient data to recommend a rate. If there is sufficient data from non-DBA sources, this information will not be used in building and residential surveys.


4. Does DOL expect electronic submission to reduce the burden of this collection?


Yes, already we are seeing more and more use of the electronic form and we hope to continue to make improvements in this form.


5. To what extent does electronic submission of the WD-10 speed up the availability of the survey results?


The E-WD-10 information is loaded directly into ASDS after midnight the day it is entered. The paper form has to be completed, mailed back to us, scanned/imaged, sent electronically to DOL, and then loaded into ASDS. This adds as much as a week to a submission once it is completed. Also, the E-WD-10 has required information which the submitter must enter and a more complete form will require fewer clarification calls.
