The fall protection plan and
certification records of net drop test and training are needed to
help employees identify fall hazards and to know which protective
measures are to be used.

Based on discussions with
construction firms, reduced the number of employers using and
certifying safety-net installations (instead of using drop tests)
from 4,000 to 284, decreased the number of fall protection plans
from 250,000 to 974. Also modified the number of training
certifications from 8,000,000 to 6,023,560 to reflect that sessions
rather than individuals may be certified.
