The data collected will be used by (1)
Contracting Officer Technical Representatives (COTRs) to sponsor
contractor personnel in the PIV-II system; (2) DOLs Office of
Executive Resources and Personnel Security (OERPS) in order to
initiate a background investigation for individuals who have not
had one conducted previously or to confirm that a valid
investigation has been conducted.
Under Homeland Security
Presidential Directive 12 (HSPD-12), federal agencies are required
to comply with a standard for identification issued to Federal
employees and contractors known as FIPS-201 Personal Identity
Verification (PIV) of Federal Employees and Contractors. In order
to comply with the directive and issue the new federal credential
to contractor personnel, the DOL must collect certain data required
for the creation of an applicant record in its Personal Identity
Verification II (PIV-II) system and for issuance of the PIV-II
badge. Without the collection of this data, the DOL will be unable
to meet HSPD-12 program milestones per the guidance given under OMB
m-05-24. In order to meet DOL HSPD-12 program goals the data being
requested must be collected by July of 2007. This deadline for
collecting the necessary data would not be met given the standard
time necessary to approve the collection of this data under normal
clearance procedures.
