ICR were solicited through an associated Notice of Proposed
Priorities (NPP) as part of a one-time pilot project agreed to by
ED and OMB. This collection is "preapproved;" ED may collect data
following publication of the NFP, so long as no revisions are
necessary based on changes to the priorties or based on public
comment. If revisions are necessary at that point, ED will resubmit
the collection for OMB approval, but no public comment period will
be required.

Information collected will be used
first to assess applicant's proposal in order to make grant awards.
Secondly, for those applicants awarded grant funds, information
collected will be part of their local evaluation to be used to
determine effectiveness of project implementation and progress in
meeting outcomes.
