Short Statement: Since the last clearance request in 2004 the program has made a small reduction in its estimate to the avearage burden per respondents from 16 hours to 15 hours. This reduction is based on the fact that more recipients have accessed the OCR website to obtain our pre-grant package and technical assistance materials.
