The following minor changes have been made to the Annual Performance Report for Reading First:


  1. We have eliminated the requirement that State Education Agencies (SEAs) submit early if they wish to apply for a Targeted Assistance Grant (TAG). Instead, all SEAs will have the same deadline, November 30, and the data received by November 30 will be used to determine TAG eligibility in the following spring. This will simplify the reporting process for all SEAs. For this reason, we have deleted the “Reporting Periods and Due Dates” table (formerly on the fourth page of the attached document).

  2. We have asked SEAs to provide the NCES ID number when reporting LEA data. We have estimated 30 minutes in additional time per SEA, but we do not believe 30 minutes will be necessary for most states. SEAs have this information readily available so this change will not substantially affect their data collection or reporting time.

  3. We have clarified the instruction on providing achievement data on the five components of reading instruction by stating that at a minimum, SEAs must report on two components (oral reading fluency and reading comprehension) as required by our Reading First GPRA measures. SEAs are already familiar with the Reading First GPRA measures and have already been reporting on these measures, so this is a clarification, not an additional request.

  4. We have updated the email address and contact name for this report.

  5. We have updated the dates throughout the document to refer to the 2006-07 school year.

  6. We have deleted references to the SEDL database, which is no longer in operation.
