This program implements a reimbursable grant that enhances existing state and local emergency response training programs. It increases knowledge of emergency responders and their effectiveness in handling incidents involving hazardous materials.
A notice and request for comments was published in the Fed Reg on 2/26/07 (Notice No. 07-1) (72 FR 8421) requesting comments on the renewal of this IC. PHMSA received one comment from the Interested Parties for Hazardous Materials Transportation urging us to require grant applicants to report on the hazardous materials information fees they collect. The commenter stated that such information is important for policy considerations or to determine the appropriateness and necessity of HMEP grant awards.
We have reviewed this request and, based on our findings, will submit a revised information collection to OMB for review and comments in the near future.
