Short Statement: The burden reduction reflects revised expectations of the response rate. Due to cohort attrition, response rates in longitudinal surveys typically decline at least a little in each subsequent round. Based on the experience of prior rounds of the survey, the response rate can be expected to decline slightly in round 11.
