Owners of vessels that fish out of West Coast ports for highly migratory species such as tuna, billfish, and sharks are required to submit information about their fishing activities so that the National Marine Fisheries Service and the Pacific Fishery Management Council can monitor the fisheries and determine the effects and effectiveness of the Fishery Management Plan (FMP) for U.S. West Coast Fisheries for Highly Migratory Species (HMS). Catch and effort statistics from logbooks are essential for evaluating if the objectives of the FMP are being achieved and for evaluating the impacts of potential changes in management to respond to new information or new problems in the fisheries. Vessel monitoring system units will facilitate enforcement of closures associated with the longline fishery.

Actual burden and costs have decreased due to a decrease in number of vessels. The cost appears to have decreased by a total of $562; in actuality, the decrease is $290 (the cost was rounded to the nearest thousand in the migrated ICR). The currently approved responses, while correctly reflected in the 2004 renewal, were not added correctly, and should have been 51,409, not 5,096. Hours were not added correctly, and should have been 3,037, not 3,034. Thus, an apparent increase of 46, 312 due to agency discretion is not in reality an increase. And an apparent increase of 2 hours due to agency discretion is not in reality an increase. Apparent increase is due to breaking out the ICs from the overall IC migrated into ROCIS.
