Abstract: Public Law 102-484 requires the Secretary of Defense to maintain a Public and Community Service Organization and Personnel Registry. All military personnel approved for early retirement must register on the PACS Personnel Registry. All organizations and employers must register in PACS and meet eligibility requirements.
