Survey of Clinical Research Curriculum Certificate (CRCC) Alumni



Section A


A.1 Circumstances Requiring the Collection of Data

This survey will help fulfill the requirements of:

  • Executive Order 12862, “Setting Customer Service Standards,” which directs Agencies to continually reform their management practices and operations to provide service to the public that matches or exceeds the best service available in the private sector; and

  • The March 3, 1998 White House Memorandum, “Conducting Conversations with America to Further Improve Customer Service,” which directs Agencies to determine the kind and quality of service its customers want as well as their level of satisfaction with existing services.


A.2 Purposes and Uses of the Data

Education is best evaluated through outcomes measures. Outcomes measures not just measure what our Clinical Research Curriculum Certificate offers, but its long term outcome on the effect of the Clinical Research Community, patient care, and the fulfillment of the NIH mission: ‘science in pursuit of fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to extend healthy life and reduce the burdens of illness and disability’ by determining the outcome of the education.


A.3 Use of Information Technology to Reduce Burden

As appropriate, automated information technology will be used to collect and process information for this survey to reduce the burden on the public. The survey will be conducted through a website, www.surveymonkey.com. Participants will be invited to the site via an email. Only participants receiving an invitation will be able to participate. Invitations will only be sent to Clinical Research Curriculum Certificate Alumni. Responses will be collected online through Survey Monkey.

There is no other information available that would serve the agency’s purpose and need.

A.6 Consequences of Not Collecting the Information

The Office of Clinical Research Training and Medical Education (OCRTME) strives to provide the NIH community with the highest level educational opportunities possible. To that end, we will assess outcomes associated with the courses and programs that are administered by the OCRTME. This is considered appropriate to assess certificate alumni to obtain information about their professional development and progression of clinical research after leaving the NIH. Absent this survey, no improvement to the program can be made as well as no ability to assess the outcomes of the training.

This survey will be implemented in a manner that fully complies with 5 C.F.R. 1320.5.

No payment or gift will be provided to survey participants.

Individual respondents will be asked to provide identification. However, participation will be strictly voluntary.

No questions will be asked of a sensitive nature. All information submitted will be at the discretion of the respondent.

B.1. Respondent Universe and Sampling Methods

The survey was created to assess outcomes associated with the courses and programs that are administered by the OCRTME. This is considered appropriate to assess certificate alumni to obtain information about their professional development and progression of clinical research after leaving the NIH.


B.2. Information Collection Procedures/Limitations of the Study

OCRTME will collect all information in a manner that is consistent with the following principles:


  • Only the CRCC alumni will be requested to provide outcomes information.


  • Participation will be fully voluntary.


  • Collected information will be limited to that which is needed to assess outcomes and quality improvement of the components of the CRCC.


B.3. Methods for Maximizing the Response Rate and Addressing Issues of Nonresponse

The completion of the survey will be completely voluntary.
