Information submitted via the State
Plan Amendment (SPA) pre-print will be used by CMS Central and
Regional Offices to analyze a State's proposal to implement Section
6087 of the DRA. State Medicaid Agencies will complete the SPA
pre-print, and submit it to CMS for a comprehensive analysis. The
pre-print contains assurances, check-off items, and areas for
States to describe policies and procedures for subjects such as
quality assurance, risk management, and voluntary and involuntary
disenrollment.
Section 6087 of the DRA amended
Section 1915 of the Social Security Act to add a new subsection
that would allow a State the option to amend their State plan to
provide self-directed personal assistance services to
beneficiaries, without regard to the Medicaid requirements of
compariability or statewideness. To provide this new option, States
must amend their Medicaid State Plans to reflect this new
flexibility. This is a new collection of information; therefore,
there has been an increase in burden.
