Terms of Clearance: This ICR is approved on the understanding that purposive sampling will take into consideration the data on outcomes provided by the states. As such, ACF agrees to collect as much outcome data from states as they can. ACF also agrees to incorporate into their study questions about the opportunity costs associated with changes states have made to their TANF programs.
