This ICR is approved on the understanding that purposive sampling will take into consideration the data on outcomes provided by the states. As such, ACF agrees to collect as much outcome data from states as they can. ACF also agrees to incorporate into their study questions about the opportunity costs associated with changes states have made to their TANF programs.

Information collected will inform the agency of the TANF diversion programs that exist in the 50 states and the District of Columbia. The study also will provide information on promising diversion practices.
