Youth Offender Grants under 1205-0455


The employment and Training Administration (ETA), of the US Department of Labor (DOL), has awarded $5 million in Responsible Reintegration of Youthful Offender (Beneficiary Choice) grant funds to five grantees to address the specific workforce challenges of ex-offenders and to produce positive outcomes with a particular focus on employment and reduced recidivism. Projects funded under this competition are consistent with both DOL’s Youth Vision and President Bush’s Faith-Based and Community Initiative. Extrapolating from the data from the 30 PRI grantees projected to participate in 1205-0455, the added burden hours for these five grantees, at 64 annually for 5 grantees to fill out the quarterly performance reports, is 320 hours total.


The information collection system to be used is almost identical to the ETA-9140 template approved for 1205-0455. It has been designated ETA Form 9140-A to distinguish it from the slightly different PRI ETA Form 9140. Please note that the attached form has been color coded to mark departures from the PRI data collection form: gray will be deleted from the PRI form, yellow indicates the information to be added, and red marks the items which will be changed. The additions in yellow, only serve to provide additional clarity to the current question 9.
